No. It is a modern dialect of Aramaic as spoken by the Syriac Orthodox Church community.

Is the text the same as the text of the regular "Peshitto" then, with the pronunciations in a western modern Aramaic/Syriac type?

according to Vic Alexander, who did research on this, is the current CeO Bible a translation from the Greek made by 19th century missionaries, not based upon the ancient Peshitta.

No. It is not the Peshitta or the Peshitto. It is just a modern dialect known as Turoyo. You know, sort of like how we have various modern English versions of the Bible. Many English speakers today prefer modern English translations of the Bible to the original 1611 King james version.
