Does the COE consider that 2 Peter was written by Peter the apostle?

I don't think so, because if they did they would have accepted it into their canon.

You know, I'm not sure. The Peshitta OT (and LXX) was translated before Jamnia declared those books outside of the Jewish canon, which was after Meshikha's time of course.

I've never noticed them being used in the Khudra, or liturgical cycle before - although the ancient manuscripts contain them.
