Yes, Job is part of the greater Tanakh, but is believed by most textual scholars to be the first book written and completed chronologically, and as such its composition pre-dates the Torah as we have it today.

This conclusion was made primarily by linguistic analysis as Job is written in the oldest Hebrew dialect (by a significant margin) of any other book (i.e. oldest vocabulary, grammar, idioms, etc.).
