Perhaps they were the same people, but some of them had come to Christ, while the others did not. The Gospel was to be preached 1st to the Jews, as Messiah had instructed His Disciples/Apostles...so why would they not go to these exiles as well as those in Babylon in the early years of the speading of the Gospel after Stephen was Martyred...Also, there is the statement in the Gospels, which says that "ALL Syria" heard of the fame of Yeshua, when He was preaching in the northern parts of Israel in His early Ministry...and there were the 3000 or so folks who were added to the Church on the Day of Pentecost, which many of them may very well have been some of these exiled Jews living in the Assyrian empire.
