Acts 4:28 how to translate 'rsham'?

It's remarkable how Acts 4:28 is translated by the majority of English translations that I can consult online.
E.g. Murdock has "to do whatever thy hand and thy pleasure previously marked out to be done."

It looks like the verb for 'mark/engraved' (rsham in Syriac) is ignored totally.

So, can somebody with some insights on this comment? Is this to be ignored as some kind of idiom?
Because I would translate it something like:
"to do whatever thy hand and thy will is predestined and engraved."

The only place where 'rsham' is translated, is in Revelation 5:1. It says (for you easterns <!-- sSmile --><img src="{SMILIES_PATH}/smile.gif" alt="Smile" title="Smile" /><!-- sSmile --> something to be cited? <!-- sSmile --><img src="{SMILIES_PATH}/smile.gif" alt="Smile" title="Smile" /><!-- sSmile --> that some scroll was engraved from within and on the backside.
