Shlama Ivan,
The Lexicon is based on on the SEDRAIII, owned by Dr. George Kiraz. He has a printed version in 6 volumes - but the cost is rather expensive ($858) - http://syrcom.cua.edu/BethArke/SyrCPub/Concord.html
The Tkhuma dialect is Neo-Aramaic, not ancient Aramaic like the Peshitta.
For pronunciation based on Assyrian vocalization, see http://www.assyrianlanguage.com - do not learn to pronounce Aramaic based on latin transliteration characters in a lexicon!
