What does it means in this Aramaic Song?

I know the first part of the clip, which is usually said when welcoming a Bishop. This hymn is the same in all the Western Syriac Churches, but I don't think it is used in the Eastern Syriac Churches.
(The only difference between the Syriac Maronite's version and the other Syriac Churches' version, is that at the end of the hymn we add "your prayer be with us")
This clip is hymned in the style of the Syriac Orthodox Church.
